The idea is to charge everything at the port of shipment, and nothing at the port of discharge, i.e., goods from Foochow to Shach'eng to pay:--

Export li-kin

Import (Shach'eng) li-kin

Export duty, and, it is believed Import duty

at Foochow,

and vice versa for goods (tea, &c.) shipped at Shach'eng.

I understand that as soon as the Rules have been put together, the Commissioner of Customs will be prepared to issue a certificate to the steam-ship "Columbia" authorizing her to proceed to Shach'eng without further reference to the Tartar General, so that I do not now anticipate any unnecessary delay in the matter.

WE have the honour to acknowledge the receipt of your letter regarding the proposal to run the steam-ship "Columbia" to Shach'eng, which has been sanctioned. You inquired whether or not Regulations had been decided upon, and asked for a prompt settlement and reply.

The Viceroy has recently instructed us, in accordance with a telegram he has received from the Wai-wu Pu, to consider the matter carefully in conjunction with the Financial Board; and we have discussed the question together and come to the decision provisionally to allow the steamer to proceed. The conditions of the voyage and the mode of collecting li-kin will provisionally be according to the Inland Navigation Rules, and the various new, or amended or Additional Rules that have at various times been promulgated for small steamers--foreign or Chinese-together with the special Fukien provincial Regulations. We have reported this to the Viceroy, and asked for his instructions. The Financial Board has given the necessary instructions to the persons concerned, and we have to await the Viceroy's reply, when the matter can be settled.
